The Plastic Packaging Tax is a design decision

The UK charges a per-tonne levy on plastic packaging containing less than 30% recycled content. It catches laminated film and plastic windows more often than brands expect, and it applies to the component, not to the whole box.

For most London businesses the practical answer is to avoid film where the finish does not need it — an aqueous or water-based soft-touch coating sidesteps the question entirely and looks close enough that customers do not notice.

The tax is on the plastic component by weight. A small window on an otherwise paper box is rarely material; an all-over lamination on a large run can be.
